BG: GLOBUL calls to Sofia Municipal Council to reconsider mobile services tender terms
GLOBUL calls to Sofia Municipal Council to reconsider the Municipality's Public Procurement Procedure for the selection of a mobile services provider to the municipal administration.
The procurement procedure, opened with a Decision № RD-09-03-54 of June 17 2010, is about 7,200 SIM-cards at a total forecast value of some BGN 1 million.
In a letter to the Sofia Municipal Council Chairman Mr. Andrey Ivanov, GLOBUL insists that the Council should meet and reconsider the procedure for selection of a mobile operator for the Municipality. The current terms of the Sofia Municipality tender serve the interests of one specific mobile services provider and may be considered untransparent.
Favoring certain mobile operator is a factor that restricts competition in the telecommunication sector, harms the interest of the public and contradicts to the principles of the Bulgarian Public Procurement Act, GLOBUL letter says.
Imposing discriminatory practices in the process of conducting public procurements is an issue that has a negative effect on the development of the business in Bulgaria. Therefore, GLOBUL would like to receive clear and reasonable argumentation on the terms and the criteria of the Sofia Municipality tender, the letter also stated.
GLOBUL had appealed against the tender terms with the Bulgarian Commission for Protection of Competition (CPC) and had sent an official letter to the Sofia Mayor Mrs. Yordanka Fandukova. GLOBUL hopes that the responsible institutions will take all the necessary steps in order to ensure transparency of the Sofia Municipality Public Procurement for mobile services provider.
If this procurement procedure is not be reconsidered, GLOBUL will appeal against it with all competent local and European institutions in order to give publicity to the problem and to protect the interests of the company.
